Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the widespread uncertainty following the United States attacks on Venezuela, the seizure of President Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, one thing is clear – these actions create a truly chilling precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of interference, invasion and occupation in the region, but the recent overnight operation saw its initial significant armed assault on the continent of South America. “The preeminence of America in this region is now beyond dispute,” Trump proclaimed.

The decision to unilaterally attack another state and abduct its leader – mere days after he stated a desire for negotiations – carries even broader implications. It should alarm us all.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have stolen the last election. They now face extreme instability in the best case. Mr Trump has remarked that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far struck a defiant tone – and other factions of the decapitated regime are even more hardline.

The Superpower as Rogue State

A man who was elected vowing to end foreign wars now says he is “unconcerned about deploying troops”. Renaming the Department of Defense as the Department of War was not merely symbolic. He no longer views the world’s superpower as a international peacekeeper; he is transforming it into a lawless actor.

He is convinced that the US’s might enables it to do as it wishes with little consequence: consider the strikes on Nigeria, on Iran’s nuclear facilities. He claims that control of Venezuela's petroleum means this new undertaking “will be financially free”.

An Attack Without Legal Justification

George W. Bush initiated war in Iraq on a lie. But this illegal attack came lacking any form of UN approval or the consent of the US Congress; key legislators received no advance notice and say they were actively misled in briefings. Mr Trump aims not merely to stretch international norms, but to shatter them.

Put aside the implication this carries to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will surely embolden more reckless actions.

The Stated Reason Versus the Real Aims

Few believe the excuse that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is driven by the promise of energy wealth as well as a desire to project strength, the beliefs held by certain advisors, and the desire for glory as domestic popularity wanes.

A Muted Global Reaction and Institutional Irrelevance

The global reaction, especially in Europe, has – with honourable exceptions – been shockingly muted. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was welcome, but this episode emphasizes the institution’s growing irrelevance.

Mr Trump’s anti-interventionist domestic base could yet press him to turn attention back home – but soaring healthcare premiums, financial discontent and ongoing controversies increase his appetite for distraction.

It has been less than 12 months into his time in office. The international community may live to repent if they stay silent now, considering the potential next target.
