Ukrainian President Volodymyr Zelenskyy stated during his trip to Washington that the Russian president's move to request talks with Donald Trump indicates Moscow is on the defensive. Zelenskyy commented, "It's evident that Moscow is rushing to resume conversations as soon as it learns of Tomahawks." These remarks referred to earlier comments about supplying advanced missiles to Ukraine.

Diplomatic Moves and International Reactions

An ex- US state department official, a foreign policy expert, observed, "The Russian leader is trying to disrupt the progress toward greater pressure on the Kremlin." He added, "We'll see tomorrow, but the chances of achieving a ceasefire by pressuring Russia to engage sincerely appear to have diminished."

The situation followed Trump had in recent days been strengthening his rhetoric toward Moscow until the recent call with Putin, which the Russian government described as "highly open and constructive."

European Fuel Sanctions and Market Impact

EU authorities have established a requirement for energy suppliers into the European Union to prove their fuels are not made from Russian crude, as stated in a document published on Thursday. This measure is part of the European Union's forthcoming ban on purchases of refined products processed from Russian petroleum, which is included in its latest restrictive measures against Russia over its war in the region.

Financial experts noted that investment activity appeared to be factoring in the possible end of India's purchases of Russian crude. Some oil processors in India are preparing to reduce purchases from Russia, with expectations of a phased decrease, as reported by sources familiar with the matter.

"This represents a positive development for the crude oil price as it would eliminate a major customer of Russian crude," said Tony Sycamore, noting that oil prices were steady on Thursday.

Military Situation and Infrastructure Attacks

A large-scale Moscow's unmanned aircraft and rocket assault targeted energy infrastructure in Ukraine's eastern regions on the same day, resulting in disruptions in multiple areas. Ukrainian officials stated that Russia launched numerous of drones and dozens of projectiles, along with glide bombs.

"This autumn, the Russian forces use daily opportunities to attack at our power facilities," said Ukraine's president, adding that strikes affected the areas of northern Ukraine, Kharkiv, central Ukraine, northeastern Ukraine and western Ukraine.

International Political Reactions

Ukraine's envoy to Washington, the Ukrainian ambassador, asserted that Moscow showed its real attitude to negotiations through the "terror" of such strikes. "The Russian government once again opted for weapons over dialogue, turning this assault into a clear blow to ongoing peace efforts," Stefanishyna commented.

Meanwhile, the European Union's top diplomat, Kaja Kallas, announced that the EU had little option but to strengthen defensive systems against Russia. She revealed a "roadmap" to prepare for potential conflict by the end of the decade, including a new defensive network to be fully operational by the end of 2027.

The proposed system, called the "European drone defence initiative," is projected to begin working initially by the 2026 timeline and be completely operational by the following year. Brussels aims to obtain the support of member state representatives at a meeting in the coming days.
